This is an odd structure I saw and have no idea what it is
This is called the Wages of Greed. The pigeon pecked into and through the wrapper and is now wearing it as a necklace. Birds are coming from far and wide to marvel.

That "odd structure" you saw is part of California's Metropolitan Water System. I'm not sure where you were, but it looks like an intake structure over in Lake Havasu. Don
